If you still want random video chat, treat every site as unverified, because the ones we looked at either did not state an age limit on the page we could open or blocked our check.
What happened to Omegle
Omegle launched on 25 March 2009 and paired strangers for anonymous text and video chat. Its founder, Leif K-Brooks, announced the closure on 8 November 2023 in a letter on the site. He wrote that operating it was "no longer sustainable, financially nor psychologically", citing the stress and expense of fighting misuse of the service. According to Wikipedia's account, the letter also thanked a woman identified as A.M., who had sued the company after being paired with a predator at age 11, for opening his eyes to "the human cost of Omegle". The site had moved from a 13-plus rule to 18-plus only in 2022, after years of criticism about minors and explicit content.
The lesson for adults is structural. A service that pairs you with anyone, with no identity and little moderation, attracts the people who want that. The alternatives below avoid that design, or say what they do about it.

Random video chat sites: what we could and could not check
Two names come up most often for people leaving Omegle: Emerald Chat and Chatroulette. Emerald Chat's website says it uses a mix of AI and human moderators, requires an email and password account, uses karma and priority matching, offers reporting and blocking, and temporarily stores chats for moderation. It offers free random chat and paid filters. The page we opened did not state an age requirement. Chatroulette's site was blocked to our checker, and reviews we found describe an 18-plus confirmation, face detection and AI moderation, but they are third-party and we could not confirm them.
That is why we do not recommend either as a safe choice for the purpose of meeting strangers. If you use a random video chat site anyway, assume that age checks are self-declared, never show identifying details such as your workplace or street, and leave the moment someone makes you uncomfortable. Self-declared age checks are common across the category, and we did not find one in this category that clearly verifies ID.
